I’d provide struggling homeowners relief by offering a tax credit to low- and middle-income Americans that would cover ten percent of their mortgage interest payment every year.

Someone please correct me if I am wrong, but don't we already get to deduct mortgage interest on our taxes? That is the only deduction homeowners get anymore. We used to get credit card interest as well.

You can deduct it off of your income, which can reduce your tax liability. He's talking about a "tax credit" which is a direct reduction of your tax liability.
