The cops have to remain neutral. That being said, they also cannot stand by while people forcefully impede business and prevent others from engaging in lawful activities. The cop was in a tough spot. If he does something, he will be sued by the protesters, if he does nothing, he may be sued by the people who are having their rights violated. It was great video though!
