I fully agree that it was criminal carelessness but I don’t think it helped that the mom was double-parked after dark.

That’s really irrelevant.
Residential street, 25 mph speed limit is for a reason. Kids playing, people out and about, etc.

Pacheco does not have auto insurance.”

And the woman who lost her legs: a *LEGAL* IMMIGRANT.
