I can't think of a single major engineering school in NJ.
One option is to have your daughter take up official residence in a state with low in-state tuition for a good engineering school. My alma mater - Ohio State - is about $8000 for in-state and has a top 20 rated Undergraduate Engineering College. Ohio State's Graduate Engineering is a top ten program. Penn State is highly rated, is closer to you and probably has good in-state tuition. Each state has its own rules for in-state residency. Ohio is one year, last I checked.
Your daughter could claim Mexican illegal immigrant status (change her name to Twinkita Twinkosa) and get free tuition in Arkansas, I believe. I hear the Republican politicians down there are very generous with money that's not theirs.
