What do you mean, no way ? The Iranian gov’t controls/owns the Iranian telco companies. Just like the Chinese, I’m sure they filter whatever they want to and deny connectivity whenever they want.

It doesn’t explain all 5 cuts, unless they couldn’t figure out which one went their way and just started cutting at random until they got the desired result :)
