Your analysis seems solid to me. The Paki army realize they need our help, and what the heck, surgical strikes against areas in the border regions that do not effect the how should we say influent and well to do Paki’s should not stir up to much resentment. I bet a large number of Pakistani want nothing to do with these Taliban or the al Qaeda and other local radical groups.
