For crying out loud, it's figurative. Do you think when people say "Tin Foil Hat" they mean the conspiracy theorist is literally wearing a tin foil hat?
It's the same context as the term "Black Helicopters". He's referring to someone looking for a conspiratorial connection when none exists.
