A snowstorm hit the province, having brought more than 20 cm of snowfall by Saturday morning.

20 cm is about 8" of snow. I take it this area normally gets no snow.

Yes, Zejiang Province is near the mouth of Yangtze River. I doubt that they will get much snow.

I, thankfully, live in the deep South, these days (where an inch of snow will shut things down completely), but I do remember from my frigid youth that a ‘mere’ 8” of snow, with a bit of breeze, can quickly spawn 10-20’ drifts on roadways and railroad tracks....
