Iran Implements Industrial Projects in Venezuela
An official in Irans ministry of energy and mines said that his country will complete the implementation of 33 industrial projects in Venezuela by the end of this year. These projects include those for floor milling, dairy products, bicycles, tires and plastics in addition to a giant plant for the production of cement.
[No information was made available about the cost of these projects, what the source of funding is, and how giant the cement plant will be.]

SRINAGAR, India (AFP) A Kashmiri Islamic women’s group Thursday raided restaurants to prevent young Muslim couples from meeting on Valentine’s Day, an event it denounced by as “anti-Islamic.”
“We have formed a number of squads to educate young couples that Valentine’s Day is a Western conspiracy to involve Muslims in vulgar activities,” said Nahida, a member of Dukhtaran-e-Millat, or Daughters of Faith, as she took part in a swoop on a restaurant in Srinagar.
The women’s group, all covered from head-to-toe, did not encounter any resistance as couples patiently listened to them and left restaurants.
Nahida, who did not give her second name, said such “peaceful raids” were being conducted across Srinagar, Muslim-majority Indian Kashmir’s summer capital.
“Thanks to Allah, no one sold Valentine’s Day cards in Srinagar this year,” she said.
Last year dozens of activists marched through Srinagar and burnt Valentine’s Day cards.
“Valentine’s Day is against our culture and Islamic teachings,” Nahida told a couple inside a restaurant as police watched from a distance.
“As long as everything passes off peacefully we will not intervene,” but if they (women activists) use force, we will act,” said police officer Pervez Ahmed.
Kashmir is socially conservative, but in recent years couples have openly dated in parks, restaurants and Internet cafes.

Coalition Targets Suicide-Bombing Cell, IED Network

WASHINGTON, Feb. 15, 2008 Coalition forces killed three terrorists and detained 10 suspects yesterday and today during operations to disrupt al Qaeda networks in northern and central Iraq, military officials said.
Southwest of Mahmudiyah today, coalition forces captured an alleged terrorist associated with facilitating weapons, improvised-explosive-device materials, vehicles and suicide bombers for use in al Qaeda in Iraq attacks. The individual is believed to be associated with six other individuals detained by coalition forces within the last month for suspected involvement in the weapons-facilitation network. Reports indicate the suspect is also a close contact of several terrorist leaders, including foreign-based weapons facilitators.
On the way to the target area, coalition forces were engaged by an armed individual, and they returned fire in self-defense, killing him. They continued on to the target building, where the wanted individual identified himself to the ground force and subsequently was detained, along with one additional suspect.
Also this morning, coalition forces conducted an operation in Baghdad resulting in the capture of an alleged terrorist facilitator for al Qaeda in Iraq networks operating between the capital city and north of Ramadi. The suspect reportedly is connected to IED and car-bombing networks in Baghdad and to the leader of the Ramadi al Qaeda network. In addition to the wanted individual, the ground force detained four suspected terrorists.
Nearby, one additional suspect was detained for his alleged ties to an IED manufacturer for a car-bombing network in Baghdad.
During an operation in Mosul yesterday morning, coalition forces targeted alleged associates of an al Qaeda in Iraq senior leader and foreign-terrorist facilitator. Reports indicate that one of the targeted individuals is a leader of a suicide-bombing cell in the city and involved in attacks against coalition and Iraqi forces in the area.
Intelligence led coalition forces to an area where a vehicle associated with the targeted suspects was located and the ground force directed an airstrike. An individual who was in the targeted vehicle was observed fleeing the area, and coalition forces followed him to a nearby alley, where he was detained.
Also yesterday, coalition forces conducted an operation northeast of Samarra targeting an alleged al Qaeda in Iraq senior leader for the region. As coalition forces arrived in the target area, they observed two armed men. One of the individuals reached for his weapon, and coalition forces engaged, killing two terrorists. Upon clearing the area, the ground force recovered two weapons and IED materials. The ground force also destroyed a vehicle in the target area to prevent further use for terrorist activity.
“These operations are another example of Iraqi and coalition forces’ continued success against al Qaeda in Iraq senior leaders and their networks,” said Army Maj. Winfield Danielson, a Multinational Force Iraq spokesman. “We are finding the places they hide and disrupting their ability to conduct vicious attacks on innocent civilians.”
In Iraq operations yesterday:
— Elements of 1st Battalion, 27th Infantry Regiment, 2nd Stryker Brigade Combat Team “Warrior,” 25th Infantry Division, Multinational Division Baghdad, detained the brigade’s number-one high-value individual and his brother. The two are suspected as IED facilitators and allegedly are linked to a fatal IED attack Jan. 29. Five others suspected of facilitating IED activity in Taji Qada, northwest of Baghdad, also were detained.
— Multinational Division Baghdad soldiers found 50 artillery rounds, a rocket and a mortar round during nine separate sites within an hour of patrolling southwestern Baghdad. Soldiers of Company A, 4th Battalion, 64th Armored Regiment, 3rd Infantry Division, attached to Task Force Dragon, seized 50 155 mm artillery rounds, a rocket and a mortar round during an early-morning patrol in Saydiyah. The munitions safely were destroyed by explosive ordnance disposal personnel.
— An Iraqi citizen turned in two rocket-propelled grenades and launchers to Multinational Division Baghdad soldiers in Doura. The Iraqi found a burlap bag containing the weapons and turned them over to scouts from Troop A, 1st Squadron, 4th Cavalry Regiment, 4th Infantry Brigade Combat Team, 1st Infantry Division. The weapons were safely destroyed by explosive ordnance disposal personnel at a coalition forces facility.
In operations Feb. 13:
— Iraqi army soldiers and Sons of Iraq security volunteers rescued two Iraqi citizens in western Baghdad. Following a tip about a possible kidnapping, Iraqi army troops with 4th Battalion, 1st Brigade, 6th Iraqi Army Division, and Sons of Iraq raided a home in western Baghdad and found two Iraqi civilians bound in a hole inside the home. The victims were returned to their families.
— Multinational Division Baghdad soldiers unearthed munitions in a palm grove during a patrol in the Rashid district of the Iraqi capital. Soldiers from Company D, 2nd Battalion, 4th Infantry Regiment, 10th Mountain Division, attached to Task Force Dragon, were searching a palm grove in Doura for unexploded ordnance when they found the munitions. Explosive ordnance disposal personnel destroyed 11 anti-armor grenade fuses, two 122 mm mortar rounds and 14 hand grenades in a controlled detonation at a coalition base.
— Iraqi special operations forces with U.S. Special Forces soldiers advising detained a suspected leader of a criminal splinter group near Hillah. The suspect and his group are suspected of mortar attacks against Iraqi and coalition forces and attacks using IEDs and explosively formed projectiles. According to intelligence reports, the group also is involved in the torture, kidnapping and murder of Iraqi citizens. An associate member of the criminal splinter group also was detained in the operation.
— Multinational Division Baghdad soldiers discovered a substantial weapons cache northwest of Baghdad. As part of Operation Phantom Phoenix, soldiers from 2nd Stryker Brigade Combat Team, 25th Infantry Division, discovered the cache consisting of various mortar rounds, anti-aircraft rounds, explosives, rocket-propelled grenades, and two rifles. An explosive ordnance disposal team conducted two controlled detonations of the cache.

1. MYTH: The future security of our country does not depend on whether Congress provides liability protection for companies being sued for billions of dollars only because they are believed to have assisted the Government in defending America after the 9/11 attacks.
FACT: Without the retroactive liability protection provided in the bipartisan Senate bill, we may not be able to secure the private sectors cooperation with current and future intelligence efforts critical to our national security.
FACT: Senior intelligence leaders have repeatedly testified that providing retroactive liability protection is critical to carrying out their mission of protecting our homeland.
Director of National Intelligence Mike McConnell: Lack of liability protection would make it much more difficult to obtain the future cooperation of the private-sector partners whose help is so vital to our success. (Select Committee On Intelligence, Hearing, U.S. Senate, 2/5/08)

2. MYTH: Even if the critical tools provided by the Protect America Act expire, the authorizations already in place to monitor terrorist communications will leave the Intelligence Community with all the tools it needs to continue current surveillance and begin new surveillance on any terrorist threat.
FACT: If Congress lets the Protect America Act expire without passing the bipartisan Senate bill, the Intelligence Communitys ability to obtain vital foreign intelligence information, including the location, intentions, and capabilities of terrorists and other foreign intelligence targets abroad, will be weakened. The Director of National Intelligence and the Attorney General warned Congress of this problem in their letter to Senator Reid on February 5, 2008, stating in no uncertain terms that [e]xpiration would result in a degradation of critical tools necessary to carry out our national security mission. In particular, if the House permits the PAA expire:
The Attorney General and the Director of National Intelligence (DNI) would be stripped of their power to authorize new certifications against foreign intelligence targets, including international terrorists, abroad. This means that as terrorists change their tactics to avoid surveillance, we may not have the tools we need to continue tracking them.
The Attorney General and the DNI may be unable to issue directives to compel the assistance of private entities not assisting the Government now but whose assistance may be needed in the future to collect this foreign intelligence information about terrorists and other threats. This means that the government may be without a means of obtaining information essential to our Nations security.
If a new target fell outside the scope of an existing certification or directive, the Government would be forced to go to the FISA Court to obtain prior court authorization for new collection to acquire the communications of terrorists and other foreign intelligence threats abroad. This means that our intelligence professionals would be operating under the pre-Protect America Act legal framework that resulted in dangerous intelligence gaps.
FACT: As the DNI has stated, expiration of the Protect America Act means some critical operations
would probably become impossible. Under the Protect America Act, we obtained valuable insight and understanding, leading to the disruption of planned terrorist attacks. Expiration would lead to the loss of important tools our workforce relies on to discover the locations, intentions and capabilities of terrorists and other foreign intelligence targets abroad. Some critical operations, including our ability to adjust to dynamic terrorist threats that exploit new methods of communication, which sometimes requires assistance from private parties, would probably become impossible. 3. MYTH: If any new surveillance needs to begin, the FISA court can approve a request within minutes. In the case of an emergency, surveillance can begin immediately and FISA approval can be obtained later.
FACT: Reverting to the outdated FISA statute risks our national security. FISAs outdated provisions created dangerous intelligence gaps, which is why Congress passed the Protect America Act in the first place.
FACT: FISA applications are lengthy, detailed documents that typically require many hours of preparation. Once the application is submitted to the FISA Court, there is no guarantee that it will be approved.
To obtain a traditional FISA Court order, the Government must establish probable cause that the foreign target is a foreign power or an agent of a foreign power, as those terms are defined in FISA.
Satisfying this standard requires compiling detailed facts necessary to establish probable cause, which can result in significant delays.
Emergency authorizations under FISA also require probable cause and can create the same delays.
FACT: FISAs protections for people in the United States were never intended to apply to foreign targets located overseas. Changes in technology made the law dangerously out-of-date, and the Protect America Act temporarily fixed that problem.
FACT: Reinserting the FISA Court into our efforts to conduct surveillance of foreign terrorists overseas makes no sense. Not only are foreign terrorists not entitled to the protections provided Americans, returning to the old framework that requires court approval may reopen dangerous intelligence gaps.
4. MYTH: Accepting another temporary extension of the Protect America Act would not endanger our Nations security.
FACT: Further temporary extensions of the Protect America Act would create uncertainty and unacceptable risks to our national security. Additional short-term extensions would not give our Intelligence Community the assurance it needs that critical tools under the Protect America Act will be available for years to come. Strings of temporary extensions would also leave our private partners uncertain about whether they would be subject to billion-dollar lawsuits by plaintiffs lawyers only for doing the right thing and helping us defend the country.
FACT: The Protect America Act does not provide critical retroactive liability protection for companies that assisted in defending the country after September 11. Without this liability protection, we may not be able to secure the cooperation of companies in current and future intelligence efforts.
FACT: House members have had plenty of time to pass a good bill, yet the Democratic leadership is now blocking a vote on the Senates bipartisan solution, which if allowed to come to a vote would pass with a bipartisan majority. The House has had six months to achieve long-term FISA modernization legislation under the Protect America Act. When it said it needed 15 more days to act, the President agreed to that extension. If Republicans and Democrats in the Senate can come together on a good piece of legislation, there is no reason why Republicans and Democrats in the House cannot pass the Senate bill immediately.
5. MYTH: The House already passed a carefully crafted bill to modernize FISA, and efforts to bridge the gap between the Senate, White House, and the House and pass this legislation are ongoing.
FACT: Unlike the Senate bill, the House bill was not coordinated with our intelligence professionals and it is does not give our intelligence agencies the tools they need to protect the Nation, including liability protection for companies being sued by trial lawyers for billions of dollars only because they are believed to have assisted in efforts to protect the country after September 11.
FACT: The House has known since November 15 that the House bill is not one the President can sign. On November 15, 2007, the White House issued a Statement of Administration Policy explaining that the House bill falls far short of providing the Intelligence Community with the tools it needs to collect effectively the foreign intelligence information vital for the security of the Nation and concluding that the Director of National Intelligence and the Presidents other senior advisors would recommend that the President veto that bill.
FACT: Even though it has known for three months that its bill was unacceptable, the House has failed to take the necessary steps to pass acceptable FISA legislation before the deadline it set to act.
FACT: The balanced and bipartisan Senate bill gives the Intelligence Community the tools it needs to protect the Nation and protects the civil liberties of Americans. This bill passed the Senate on a wide bipartisan, 68-29 vote. The House should act quickly to pass the Senates bipartisan solution.

A German man of Pakistani origin has been arrested in south-western Germany on suspicion of working for Al Qaeda, the office of the federal prosecutor said.
The suspect, identified as Aleem N, made four trips to the border between Pakistan and Afghanistan where he handed over at least 4,000 euros to Al Qaeda operatives each time, it said in a statement.
The trips took place between April 2005 and June 2007, and also served to smuggle radio equipment and binoculars to the organisation, it said. During the last trip, Aleem N asked to become an Al Qaeda fighter and was subsequently sent to a camp in Pakistan where he was trained to use explosives, the prosecuting authority said. The 45-year-old man is also believed to have recruited another person in Germany as an Al Qaeda fighter in 2006.
Germany adopted a law in the wake of the September 11, 2001 attacks on the United States, under which members of foreign terror groups can be jailed for up to 10 years.

Toledo Mayor's profanity aired on live radio in Detroit
Mr. Finkbeiner uttered the "f-word" followed by "ruckus" to describe the "few days" after his order last week to cancel a Marine Corps weekend-long urban warfare exercise in downtown Toledo and in some abandoned buildings.
The mayor spoke on The Frank Beckmann Show on WJR-760 AM in Detroit for nearly 16 minutes Tuesday. The station broadcasts at 50,000 watts, 24 hours a day, and can be heard in 38 states and half of Canada.

Judge denies ÇSIS bid to track terror suspects
Mr. Justice Edmond Blanchard of the Federal Court wrote: I find that this court is without the jurisdiction to issue the warrant sought. Accordingly, the request is denied.
The 10 unnamed suspects nine of whom are Canadians or immigrants to Canada have been at the centre of a legal fight that was a closely guarded court secret.
Some details in the ruling are censored, such as whether the 10 people are alleged to work together.

GAZA CITY, Gaza Strip (AP) - A powerful blast went off in the house of a senior Islamic Jihad activist Friday, killing him, his wife, three sons and three neighbors, medics and an Islamic Jihad spokesman said.
Islamic Jihad claimed Israeli warplanes struck the home of Ayman Atallah Fayed. Israel denied it had launched any airstrike in the Bureij refugee camp in central Gaza where Fayed lived. Hamas police said the cause of the blast was not clear.
Witnesses reported seeing fragments of what looked like locally produced rockets at the scene, suggesting the house may have been used to store arms.
Islamic Jihad said Fayed was among the dead, and that the group would carry out reprisal attacks against Israel.
Fayed was a senior member of the Islamic Jihad military wing. Israel routinely targets top militants in airstrikes but Israel denied any such strike on Friday.
The three-story house was flattened by the blast and six nearby homes were badly damaged, witnesses said. At least 40 people were hurt. One of Fayed’s daughters and 11 others were in critical condition.

FBI warns of possible Hezbollah revenge in U.S.

WASHINGTON — The FBI and Department of Homeland Security sent a bulletin Friday to state and local law enforcement authorities advising them to watch for potential retaliatory strikes by Hezbollah, one day after the Lebanese militia group vowed to avenge the death of a top commander by attacking Israeli and Jewish targets around the world.
“While retaliation in the U.S. homeland is unlikely, Hezbollah has demonstrated a capability to respond outside the Middle East to similar events in the past,” said the intelligence bulletin sent to about 18,000 state and local law enforcement officials late Friday afternoon.
The FBI also said it was intensifying its domestic intelligence-gathering efforts to identify any potential Hezbollah threats in the United States in the aftermath of Tuesday’s car-bomb assassination of Imad Mughniyah in Syria.
On Wednesday, the FBI sent a confidential internal bulletin to its 101 Joint Terrorism Task Forces across the country warning of the possible domestic consequences of Mughniyah’s killing. As part of that effort, FBI officials at headquarters told the bureau’s field offices and multiagency task forces to increase monitoring and surveillance of suspected Hezbollah operatives and to conduct fresh interviews with sources and informants about the U.S.-designated terrorist group, according to two FBI officials.

Placards advise against informing on drug traffickers”

ARTICLE SNIPPET: “Many of the bodies found since Monday in Tijuana, across the border from San Diego, bore signs of torture. Several of the men were strangled. One victim was a police officer.
Index fingers of at least four victims were mutilated a traditional signal that the dead man was an informant. Placards attached to all the bodies carried variations of a warning: “Continue informing. Yes, we are following through.”
The warning referred to a Mexican army program launched last month urging citizens to use a telephone hot line and e-mail addresses to tip off authorities to the identities of traffickers.”
