Ignorance and arrogance describes the entire Clinton crowd, not just Talbot (pron. "tall butt").
Wouldnt say that, he seems highly intelligent but totally full of himself, but I think that it’s obvious that he should have been aware, and the WH should have been aware of what can happen when you are dealing with the Soviet/Ruskies or the ChiComs, espionage is always a possibility.
That would be very interesting to find out.
