BOSTON - The state Senate unanimously approved yesterday a bill that would create an advocate for children in the governor's office and impose other systemic changes aimed at preventing child abuse.
The Senate voted 36-0 to approve the bill, which was crafted in response to the case of Haleigh Poutre, who, despite oversight from the state Department of Social Services, was hospitalized with a brain injury and her adoptive mother and stepfather charged with abuse............
