A perfectly serviceable .32 revolver can be found in most places for about the price of a good pair of running shoes

Would that be considered "cheap"? One should recall that John McCain wants to ban "cheap" handguns.

Yes, that would be considered cheap because it is inexpensive. As mentioned above, a ban on inexpensive guns intended for self defense is nothing but an attempt to disarm the poor (or financially challenged if you prefer).
