He will see it because the Dems control the Senate and will probably increase their margin in 2008. A President McCain will embolden some Rep senators to support McCain viewing the immigration issue as not as dangerous as thought. McCain will think he has a mandate for amnesty. Remember, the 2006 bill [S. 2611] passed the senate with the Reps voting 32-23 against it. The fact that 23 voted for the bill shows how soft Rep opposition is.
