He is specifically talking about getting online i.e. the internet, email, etc. It has been his stated position for almost a decade.

I don't think his use of get online was directed to internet use. I think it was more along the lines of get on-track. Then he's an idiot for misunderstanding one of the most ubiquitous phrases in the American lexicon.
I don't see this as anything BUT a reference to requiring identification for each computer user, authenticated by some big government database somewhere - and gathering metrics to be used against you whenever they see fit.
