Earmarks’ Executive Order

Bush will sign Executive Order (”stroke of the pen - rule of law - pretty cool” quote from BJ Clinton) to make any “earmarks” have to be brought to a vote. Lots of stuff (earmarks) is just tacked on to major funding bills.
The President just said tomorrow he will issue an executive order to all departments, directing them to IGNORE THE SPENDING INSTRUCTIONS for all projects that have not been voted upon directly by Congress.
He also told them to cut the number of earmarks in half, or he’ll veto the bill.
He should’ve done this during his SOTU in 2003, 2004, or 2005...it would’ve done the country, his party, and his term a world of good.
