From what I’ve read about the history of the SOTU, it’s been traditional that the first such speech delivered by a newly-inaugurated President isn’t an “offical” SOTU, in deference to the previous occupant having governed for the past year. Of course, if the Dems take the office in 2009, the heck with tradition...
In prior years, SOTU addresses have been given in late December, in early January, in writing only to the Congress, and sometimes not at all. So President Bush is within precedent to give another one for the year 2008 before he leaves office, if he so chooses.
I agree. In spite of any disagreements I have with George W Bush-and I have a couple of profound ones—he is a good man, and in a different league from anything we’ll have next year, from the Left or the Right. No matter what, I’ll always respect the man I saw standing in the rubble of the World Trade Center after 9/11.
