Kind of makes one buy into the “our 2 parties are actually one party giving the illusion of 2” theory.
Bush commits $2B of OUR money to a black hole enterprise . . . so as to appease . . . people that hate him and who will continue to hate him with a passion.
The real ticket would be to submit a request for funds under the auspices of being an illegal alien doing energy research. The Bush Administration would really want to back that.
