Actually, her annoying cackle was a short-lived facade that was intended to intimidate people. When the campaign found that the cackle didn't fare well in focus groups, she dropped it just as abruptly as she had adopted it.

The Pubbies need to put out a commercial with just a still image of Conk Eye with her head thrown back and that scary look in her eyes and mouth wide open, and leave the image in place as they run together snippet after snippet of that ghoulish cackle. Volume up.
