Usually it doesn’t, you might be thinking about decongestants like sudafed.
I like claritin better than zyrtec, also OTC and in generic form (loratidine) and cheaper. Never made me drowsy.

My wife has a little HBP. Surprisingly, a number of antihistamines raise BP, Benedryl being one of them. Which was something I didn’t know until it became an issue for her.
