There is a hilarious book with that premise. In "The Little Green Men" there is a secret government agency that kidnaps people and makes them think they were kidnapped by aliens. The point of that exercise escapes me right now but it is a funny book.

monitoring . . . that both ET’s and humans have teams doing it.
Some claim ET’s need the blood plasma for food related needs.
