Believed to be written by the Office of Scientific Intelligence in 1976, this seven page photocopied onionskin document is titled UFO Sovereignty Over Air Space: A Defense Intelligence Problem. The document is signed by LCR – the initials of an astronomer attached to the CIA’s Office of Scientific Intelligence in the 1970’s. LCR talks about the way in which UFOs have violated U.S. airspace on numerous occasions; the way in which Top Secret UFO data has been withheld from elected leaders by the CIA; the recovery of a crashed UFO in New Mexico in 1947 by the Armed Forces Special Weapons Project; the fear of a nuclear confrontation with the Soviets being prompted by UFO radar tracks; President John F. Kennedy’s involvement in the UFO controversy; UFOs and the Cuban missile crisis of 1962; and LCR’s initiative to begin reintroducing presidential briefings on the UFO subject. The discussion of organizational slowdowns, denied information and management dilemmas are typical of bureaucracies, irrespective of topic. Such references in the discussion are consistent with a pragmatic working document, not for sensationalism or public melodrama.

This paper is an Executive Briefing for the Director of Central Intelligence titled: Unidentified Flying Object Implication for Nation Security and Human Survival. LCR reveals that between 1946 and 1955 he was tasked with preparing information on UFOs and the U.S. Intelligence community that was published in a 1956 book written by him, published by the CIA and titled Central Intelligence, UFOs, and National Security. It reveals the surprising fact that many secret documents concerning UFO encounters at Los Alamos and the White Sands Missile Range in the period 1944-1949 were destroyed and also reveals how this caused problems in trying to evaluate the true picture from a historical perspective. The paper also touches upon the CIA’s role in espionage and UFO investigations, and LCR’s examination of the CIA’s historical UFO studies.

In this five-page double-spaced memo written for President Reagan’s approval, Dr. Edward Teller clearly shows his familiarity with the UFO subject and its threat to National Security. It opens with a gripping sentence, “I wish to bring to your attention a very real and dangerous situation that threatens not only us, the world, but our very existence as a race.” It goes on to state, “No longer can the United States be in the position which it found itself in 1947. This was realized in January 1950 when President Truman made a decision to go ahead with a defense program exceeding in scope and cost of the Manhattan Project.” What could this have been? The only logical conclusion is that it was a massive effort to exploit the celestial gifts as FDR recommended in his 24 February 1944 Double Top Secret Memo to the Special Committee on Non-Terrestrial Science and Technology.

Another fascinating paper, titled UFO Technology and the Imbalance of Power, is attributed to Edward Teller and is a five-page photocopy of onionskin paper. It goes into great detail about the nature of official secrecy and the benefits and the hazards of secrecy both in the Cold War and in the present day. Teller proposes that official secrecy surrounding UFOs should be lessened for three prime reasons: (a) to stimulate research in the field of military applications of UFO technology; (b) to promote cooperation between the USA and its allies around the world on the UFO issue; and (c) to inform the U.S. public of “the true state of UFO reality.” Teller also proposes that the majority of classified UFO documents should be declassified. In addition, Teller discusses the use of UFO technology integrated into the U.S. military’s remotely piloted vehicle (RPV) program and maintaining an adequate defense against “UFO nuclear weapons.”

Aquarius Teletype, 17 November 1990 (190k) Authenticity Meter: Medium Level

It is believed that this is a retyped Air Force Office of Special Investigations (AFOSI) document that Bill Moore received. Although the focus of the controversy is around the Aquarius project, Paul Bennewitz, and the film that is discussed in the document, the comment about MJ - TWELVE is secondary and off hand to the whole teletype. There is an excellent 8 page write up from International UFO Reporter (IUR) about the authenticity of this document which can be downloaded from the Authentication section.

This eleven page document is the product of Bill Moore’s photography in some obscure East Coast hotel room according to his story. The content is fascinating but difficult to check; mentions of the ETs being from Zeta Reticuli is consistent with earlier work by Marjorie Fish. The document is being retyped for legibility. Others have studied this document in detail, we are beginning to review the literature and talk with other investigators.

On January 30, 1996, Thomas Cantwheel wrote a two-page memo, which included a drawing of an unidentified aerodyne found July 5, 1947 south of Socorro, New Mexico by military and civilian members of the Armed Forces Special Weapons Project (AFSWP). The memo begins: “The ‘loaned’ aircraft was acquired in 1945 from the Air Technical Services Command (ATSC, now AEDS, Air Force Systems Command). The ‘S’ aircraft was designed from an aerodyne recovered in 1941 that crashed in southeastern Missouri and the one captured in 1942 in Louisiana. Reconstruction commenced in 1945 with the assistance of German scientists at Wright Field. Propulsion programs tried to duplicate the atomic power plant found in the aerodyne captured in Louisiana and integrated the magnetic drive system developed by Tesla… Efforts to conceal the true nature of flight operations were successful in that the AF devised a cover intelligence project called Blue Book… In 1958, Project UFO and Moon Dust were activated when the USA Interplanetary Phenomenon Unit operations ceased and CIC responsibility for UFO security was transferred to USAFOSI.”

This short note written on 5 June 1996 shows the link between Cantwheel (later believed to be Cantwell) and his daughter Salina; we doubt seriously that either name is real. It states that Salina’s father (Cantwell) wanted Tim Cooper to have these documents and that she worked at the CIA in Counterintelligence (CI) under Jim Angleton.

CIA to MAJSEC

CIA to MAJSEC — TOP SECRET JEHOVAH, November 1998 (27k) Authenticity Meter: Medium Level

Chronologically, this is the most recent document to cite the words TOP SECRET MAJESTIC. With hand written references to “Weird Desk and A51” this document provides a glimpse into the modern world of asset code names, and instant assignations for unauthorized disclosure. The document is rich with key phrases such as Project ‘KOHTPOA,’ MOD and KGB officials, Dreamland, Area 54 & 17, leaks by Teller, Sagan, China problems, and contacting’33’ investors. Many of the details are checkable.

UFOs, The CIA, and Congress

Source S-1 writes a memo entitled Unidentified Flying Objects, the CIA, and Congress. It opens with an interesting story of an interview with President Truman by the FBI and states: “he was asked the embarrassing question did you authorize Operation Majestic 12? To which he replied ‘I never gave any thought about it after leaving office.’ He added, ‘it was not my intention when I set up the CIA would be injected into strange activities of that sort.’ He was upset when the subject was brought up and it was sensed that Mr. Truman was being coy and evasive.”

The paper goes on to discuss congressional surveillance concerning the UFO issue, which came to a head in the Senate in early 1956. “The specific point at issue was whether Congress was to establish a standing Joint Committee on the CIA, similar to the joint Committee on Atomic Energy, to provide a fuller and continuing look at the United States UFO intelligence programs. The CIA’s UFO intelligence budget is concealed within the budgets of various government departments, mainly that of the Defense Department. The average member of Congress has no more knowledge than the average citizen of annual expenditures or of the size and scope CIA UFO operations...

“Ever since CIA was established, the director has been authorized, and in fact, directed to make complete disclosure of CIA UFO activities to special committees in both the Senate and House. The CIA is at times completely responsive to their questions, no matter how sensitive. For example, during the first 12 weeks as DCI Admiral William F. Raborn was called to 17 meetings with these congressional committees. The legislative log for the year 1965 shows that the DCI or his senior (sic) aides met a total of 34 times with four special subcommittees.” Additionally, there are three tabs attached to the paper that discuss arguments in favor of a joint UFO committee and arguments against it.

This seven page IMPORTANT letter starts “Please read everything I am about to tell you as the truth. I am not a prankster or a wacko. My reason for typing this letter is to give you the facts as I know them. I am what is called in the spy jargon a ‘walk in.’” The memo is rich in detail mentioning a whole slew of code words, TRINE, UMBRA, SACRED, JEHOVAH, MAJESTIC, ZODIAC, SPIRITUAL, ENVIRONMENT and MEDEA. The memo is hard to summarize because of its varied content, but it discusses the CIA role, UFO/EBE working groups, and historical events like the JFK assassination.

Introduction to Authenticity Ratings

Many of the most sensational and intriguing Majestic documents are not from official sources, such as the Freedom of Information Act (FOIA) or government document libraries. Because of this fact, the issue of authenticity becomes paramount if one is to believe the content of the documents. Authenticity is a manifold function; it is not as simple as “true or false” or “hoaxed or real.”

Authenticity of a document involves examining many questions, such as:

1. Where did the document come from?
2. What are the results of the forensic paper, ink, watermark, typewriter and handwriting tests?
3. Are there unique and obscure content markers that are accurate for this type of document?
4. Are there direct first hand witnesses?
5. How difficult is the document to hoax or fake?
6. Who would have faked the document and why?

All of these factors as well as other subtleties weave their way into an authenticity rating for each document.

To fairly and effectively rate each document for authenticity there needs to be a weighting factor for each authenticity attribute under consideration. For example, there is a strong difference between forensic paper and ink testing, a weighting of 5.0, and more easily obtained document content, a weighting factor 2.0. Courts widely recognize this concept, discounting eyewitness testimony in favor of DNA evidence. In the end each document receives an authenticity rating based on the multiplication of the weighting factor and the document’s score on that attribute. The goal is to make the rating system as objective as possible.

The final authenticity score for each document is based on a series of weighted factors:

1. Eyewitness - First hand witness(es) that were directly involved with the questioned document - either they saw it, destroyed it, read it, wrote it, or contributed to the document’s creation in a tangible way. Witnesses are fallible, there memories change with time and can be influenced. Eyewitnesses are given a weighting factor of 3.0.
2. Zingers - These are aspects of any of the key authenticity metrics that go far beyond the norm. In essence, a zinger is a verified rare subtlety of a document that is obscure, weird, or odd. Examples would include typographical anomalies associated with the printed process of the era. Zingers are given a weighting factor of 5.0.
3. Content - Refers to the words and meaning of the document. Are the dates, document references, and individuals mentioned appropriate? What does the document say in relation to what was known then and known now? Are there obscure facts that were classified then that were declassified or became public after the document was leaked? Content is given a weighting factor of 2.0.
4. Chronology - This looks at the placement of the document content with respect to organizational history. Are the people mentioned in the memo or report supposed to be there? Is the document consistent with other documents of the era, does it fit in or is it out of place? Chronology is given a weighting factor of 2.0.
5. Typography - This category relates to typewriters, typesetting, laser printing, photocopying, memography - in essence any technique that creates or reproduces writing on paper. Typology is given a weighting factor of 4.0.
6. Forensics - This refers to the testing of original paper, verifying watermarks, and testing inks with known authentic standards. Forensics are given a weighting factor of 5.0.
7. Linguistics - The use of forensic linguistics fits in this category. This is the examination by experts of sentence structure, spelling, punctuation, and writing style. Both sophisticated computer tools and hand analysis are used to pinpoint unique style markers that uniquely define authorship. Linguistics are given a weighting factor of 3.0.
8. Anachronisms - These are problems with the document: dates out of place, formats wrong, similar handwriting, copied content from other documents, or conflicting stories. These issues can be significant or minor depending on what is know about the frequency of such an anachronism. For example, addressing a military general by his first name in a document may seem like a major mistake in the modern era, but 50 years ago in the company of other generals, this anachronism could in fact be a hallmark of authenticity. The weighting factor for anachronisms is 5.0.

Sometimes the information in the public domain for the authenticity of a document is incomplete or uncompelling, but the internal research and verification by www.majesticdocuments.com staff shows a more complete story. Given these weighting factors, five different levels of authenticity are used to define each document:

High Level of Authenticity - 80-100%

This means that virtually all of the available investigation channels and ideas have been pursued and at each test the document has shown to be authentic. For example, tests in paper, ink, obscure content, handwriting, period typography and fonts, correct formatting, forensic linguistics (along with no sign of anachronisms), all indicate the highest level of authenticity. At this level, witnesses are present that have seen or read the document in an “official” capacity and will or have signed an affidavit to that effect.

Medium-High Level of Authenticity - 60-80%
The medium-high level means that a considerable amount of investigation and testing has been completed and their are strong signs of authenticity in the way of content, forensics, typography, zingers etc. Although there may be some anachronisms identified they do not seem to be major.

Medium Level of Authenticity - 40-60%
The medium level is the starting point for most documents that are under-researched. This level a document shows both signs of positive authenticity and questions as detailed in the eight attributes of authenticity cited above.

Medium-Low Level of Authenticity - 20-40%
The medium-low level means the document has been studied by many individuals or organizations and there are stubborn anachronisms that cannot easily be resolved. However, there are elements (many pages and or paragraphs) of the document that show signs of authenticity, but on balance there are more bad points than good.

Low Level of Authenticity - 0-20%
A low level means that significant irresolvable anachronisms have been identified that cast considerable doubt on the entire document. Virtually all investigative avenues have been pursued and shown little or no sign of authenticity. A credible motive for faking the document may be identified along with likely perpetrators.

August 3, 2008 Newport Beach, California - In 1993, Robert Wood, Ph.D., retired from his management work at McDonnell Douglas Corporation, a large aerospace company where he had worked since 1953. That was the year he received his Ph.D. in Physics at Cornell University where his focus was theoretical physics and aeronautical engineering. Immediately after graduation, he began working for McDonnell Aircraft Corporation in Maryland, but was drafted into the U. S. Army for two years and was assigned to Aberdeen Proving Ground northeast of Baltimore. For the Army, Bob analyzed the boundary layers of ballistic shells. After completing his draft service, he left as a corporal and returned to McDonnell Aircraft, which on April 28, 1967, merged with Douglas Aircraft to become McDonnell Douglas Corporation.

Bob Wood explained to me that beginning in 1967 during his continued employment with McDonnell Douglas, he was asked by his boss to investigate the possible anti-gravity propulsion system attributed to unidentified aerial vehicles.

Interview:

Robert Wood, Ph.D., Physicist and former Aerospace Manager for McDonnell Douglas Corporation, now retired in Newport Beach, California: “In 1967, I was asked by my boss to look into UFOs because he had to give a speech on the subject. And that assignment resulted in my establishing a group of about five scientists who studied the UFO subject for a couple of years. That’s when I met James McDonald, Ph.D.

[ Editor’s Note: Senior physicist at the Institute for Atmospheric Physics and Prof. in the Department of Meteorology, University of Arizona, Tucson, who was convinced UFOs were extraterrestrial, testified before Congress in 1968 about the need for serious study of the phenomenon and was found dead on June 13, 1971, in a Tucson creek. His death was declared a suicide, but another theory is that he was murdered by MJ-12 authority to enforce a policy of denial in the interest of national security that required keeping facts about the UFO/extraterrestrial phenomenon out of the public and media.]

I also visited Edward Condon, who headed the Condon Committee UFO Project at the University of Colorado in the late 1960s.

[ Editor’s Note: Edward Condon, Ph.D., graduated from the University of California-Berkeley, in 1926 with a Ph.D. in Physics. By 1943, Condon joined the Manhattan Project to develop the atomic bomb. Later he was Research Director of Corning Glass, Director of the National Bureau of Standards, and President of the American Physical Society.

Condon was also Prof. of Physics at the University of Colorado in Boulder when the U. S. Air Force asked him to oversee a review of UFO reports and to produce an official report for Air Force use. From 1966 to 1968, Condon directed the University of Colorado UFO Project in which he concluded there was nothing to the UFO phenomenon. His formal conclusion contradicted facts and eyewitness testimonies and many researchers have concluded the Condon Study was a deliberate misinformation project by MJ-12 through the USAF and Condon to discredit UFOs in the context of Project BLUE BOOK. After that, the USAF's standard comment to UFO inquiries has been the Air Force no longer investigates UFOs because Prof. Condon investigated and concluded there was nothing worth investigating.

One of Condon’s students was Cornell University astronomer Carl Sagan, who is also suspected of replacing Harvard astronomer, Donald Menzel, on the MJ-12 member list. Nuclear physicist and long-time UFO researcher, Stanton Friedman, hypothesizes that Menzel and Sagan had classified MJ-12 assignments to misinform the public and media about the UFO/extraterrestrial presence in order to sustain the MJ-12 policy of denial in the interest of national security. ]

Robert Wood: “My science team at McDonnell Douglas did not discover the secret of anti-gravity, but we worked on it. Stanton Friedman, nuclear physicist and long-time UFO investigator, was one of the contributors to our work.

When the group broke up, I knew I wanted to attack this problem further. In the meantime, I had to earn a living. So, at McDonnell Douglas I became an expert on radar for ballistic missile defense and worked on the international space station and other space-related projects.

In 1993 after I retired, I heard from Stanton Friedman that Don Berliner at the Fund for UFO Research received undeveloped 35mm negative film by mail that I should see. So, I called up Don who asked me to visit him in Washington, D. C., and we went together to get some high quality photographs of the undeveloped film. That turned out to be the SOM1-01 Special Operations Manual. I examined the blown up photographs in great detail and typed up paper copies of the text to share and study. Robert Wood: “In the meantime, I learned that Timothy Cooper’s father, Harry Bob Cooper, was assigned to Holloman AFB in the late 1940s and one of the jobs he had was to run their reprographics facility (document printing and copying). Apparently, in later life, he told his son, Timothy, that during his work at Holloman AFB, he was involved in some UFO research. The father, Harry Cooper, even had a certificate commending him for working in the UFO research program, which is amazing since the U. S. Air Force has never acknowledged the existence of such a program!

Tim says he was with his father on November 22, 1963, watching television about the assassination of President John F. Kennedy. Timothy told Bob Wood that there were tears in his father’s eyes when Harry Cooper said, ‘They really did it.’ That led Timothy to become very interested in the Kennedy assassination. Timothy Cooper started putting in Freedom of Information requests back in the late 1980s for information about the Kennedy assassination. At the same time, Timothy began to ask about UFOs. Timothy had put in FOIA requests to about fourteen different government agencies for everything they had about the Kennedy assassination and UFOs.

In 1996, Timothy Cooper received a surprise in the mail – a leaked document. Timothy wrote to UFO researchers, Stanton Friedman and Richard Haines, to let them know he had information relevant to White Sands in 1947. None of them did anything about it. There was no visit to Timothy until Stanton Friedman called me up and said, ‘You live a lot closer to Big Bear Lake, California, than I do. That’s where this Timothy Cooper is. Why don’t you go visit him?’

So, that was what caused my first visit to see Timothy Cooper in the early 1990s. He showed me some of the documents that he had received in various ways. I was pretty impressed. But most of what he first showed me were all xeroxed copies. He did not show me any original documents at that time.

But in June 1999, Timothy sent me an email saying, ‘Wow, you won’t believe what I got in the mail today!’ That was when I went to Bear Lake to visit him again for the second or third time. What he had received was the Vernon Bowen manuscript – 339 pages that came in an envelope mailed from Fort Meade, Maryland (U. S. Army and headquarters of the National Security Agency – See Websites below).

Robert Wood: “The author was Charles Vernon Bowen who in 1961, produced a manuscript entitled Encyclopaedia of Flying Saucers. Then a friend of Bowen's in the U. S. Air Force asked to show Bowen's manuscript to some U. S. Air Force authority and some one there apparently gave it to someone else in the U. S. Army, because it was returned from the FOIA office at Fort Meade in 1999 to Timothy Cooper.

Charles Vernon Bowen was an advertising agent who spent most of his lunch time in the New York Public Library looking up everything in the Periodical Guide to Literature on UFOs and flying saucers. His encyclopaedia was basically an unclassified summary of everything he had read.

We’re not sure where exactly his manuscript went in the government, but we do know there were people actively reading it because they were writing on the margins. I’ve analyzed the age of the ink when those marginalia occurred. The earliest date is 1961 and those were the ink marks made by Vernon Bowen, the last marks he made on the manuscript. Other ink margin notes are dated 1977.

The interesting thing is that the notes made in the margins of this original manuscript were datable by pen and ink and some of the notes identified Harvard astronomer, Donald Menzel, as a guy who was a member of the inner (government UFO) circle.

[Editor’s Note: Donald Howard Menzel (April 11, 1901 to December 14, 1976). An American astronomer and astrophysicist who was one of the leading astronomers of his era. Menzel also earned notoriety as an early skeptic of UFOs as being any extraordinary phenomenon. Physicist and UFO researcher Stanton Friedman reported that his own research (including examination of Harvard University archives) showed that Menzel had served as a consultant to the National Security Council.

The fact that Menzel had security clearance and worked with the U.S. government is not on its own extraordinary; many scientists participate in sensitive duties for the U.S. government. What is somewhat unusual about Menzel's case, is that he held the rarefied ‘Top Secret Ultra’ clearance. Menzel's dual membership in the academic community and in the black world of military secret projects was apparently unknown to many colleagues and military contacts in the USAF Air Technical Intelligence Center.

Friedman argues that Menzel's high-level clearance is evidence that he was a member of MJ-12. In fact, Friedman found Menzel's name on a list of purported MJ-12 members. Friedman then concluded that Menzel's persistent debunking of the UFO phenomenon was a deliberate MJ-12 assignment to misinform and reduce public and professional interest in UFOs.]

Vernon Bowen's Encyclopaedia is significant in that it’s one of only two or three documents I have that are on original paper where you can actually date the paper and ink and determine it was authentic for that era.

WHEN DID YOU RECEIVE THE PAGES FOR THE FIRST TIME THAT YOU COULD STUDY THE INK?

I think I saw it for the first time probably a week after he got it in June 1999. But I got possession of the documents in 2001, when Timothy Cooper became disenchanted with the UFO subject, wanted to become a TV script writer and was really short of cash.

I asked him, ‘How much would it take to buy from you everything you’ve got?’ He agreed on a price and he shipped me the documents.

Yes. And interestingly enough, one week after I had been at his Big Bear Lake, California, home and saw the Vernon Bowen inked manuscript with the TOP SECRET/MAJIC stamp on the title page, I received an email from Timothy saying, ‘You won’t believe what arrived in the mail yesterday!’ Then he alluded to the fact that a new memo he just received had apparently been scorched in a fire. That’s when I first heard about the burned memo. As far as I know, this ‘burned memo’ is the only document that I've ever heard anyone claim could be the authorization to kill President John F. Kennedy.”

First page, TOP SECRET/MJ-12 Central Intelligence Agency memo from Director of Central Intelligence (MJ-1) to MJ-2 through MJ-7 allegedly written in 1961 to 1963 time period. Leaker says he worked1960 to 1974 in CIA counter-intelligence for James Jesus Angleton, Director, CIA Counter-intelligence from 1954 to 1974. After James Angleton died on May 12, 1987, leaker said he pulled this 9-page memorandum from a fire that was burning up Angleton's most sensitive MJ-12 secret files.
