I was an engineer on a nuc sub in the 70’s and while underway I have had to fix both. I have also had to rebuild an oxygen generator, broken scopes and diesel generators all while underway and in all but one case, under water.

The only diesels I worked on were the 671 Detroits we used on the boats. On a carrier just for the AC&R crew it takes about 12 people at least to run it but we got by on 8-10 a number of times. The carrier in question may only have one mess deck. If that's the case then it likely only has one freezer. Our CV's have two main mess decks for enlisted, Chiefs Mess, Officers Mess, and the Old Man has his own as well.

In a pinch you can do a manual operation at the expansion valves {by-pass} and make a reefer a freezer but it wouldn't be worth it. Too much of a headache to maintain and a chance of destroying that compressor as well. It sounds like they are goingto swap out compressors but that is just a guess. Our reefers could be cross connected to one compressor and we generally ran it that way but the freezer IIRC had one compressor aviable.
