You bet. That would be the main reason to do it. His qualification for the job would be a bonus.

He’s a social liberal and he’s for open borders.
Of course Cheney may not like the idea of running under those conditions, but maybe he wouldn’t mind. If his health started to deteriorate, he could resign and let Romney take over. He could be president for a couple of years and then retire.
