What Saddam had were sent to Syria for safe keeping. He was sure that he could bluff the UN inspectors.

Unfortunately, that portion of Saddam's WMDs was buried at Deir al Zour, the same site as the Syrian "reactor" building destroyed by the IAF. My guess is the Syrians were going to use the facility as a dirty-bomb factory to fashion warheads using the buried HEU and other goodies nearby.
There are foreign intelligence agencies from every major nation that witnessed the ten-week, Russian-assisted transfer of WMDs into Syria immediately before the invasion. Those guys must be shaking their heads over how clueless the American public is.

I don’t think the WMD went to Syria, just through Syria.
Russia supplied Saddam with his WMD, and so they took them back.
Russia didn’t want their Russian origin to be exposed any more than it already had been.
And likewise, Saddam didn’t want another state in the region to get them either.
None of those countries trust one another.
