As long as they seem to gather in numbers like in the video, they make good targets for a few cluster bombs. A little more rubble, a little less trouble.

It depends who is in office at the time. As soon as we start inflicting real punishment, “the World” (e.g., the UN) will step in and start crying collective punishment. Someone with guts will tell ‘em to shove it. A John Kerry type will shiver like jello and pull back.
