Just my opinion, of course, but Gramm’s bid for the GOP nomination in 1996 was a spectacular failure. His campaign raised about $20 million, and he won a grand total of eight delegates - finished 5th in the Iowa caucus and bailed out before the NH primary. I have met Phil Gramm, and he has the charisma of a wet dog. Unfortunately, in our media-driven age, charisma matters. Plus, there is something about him (and Newt) that repulses many of the conservative women I know.

Yes, yes, he acknowledged that he’s ugly. I heard him say, “I’m ugly. So when some bimbo pops up and claims to have had sex with me, ain’t no one gonna believe it.
