He badly wants to throw the full weight of conservatism behind that candidate.

If that were the case, I doubt that Rush would be holding back. Rush isn't the 'shy' type.

When it comes to endorsing in the primaries, Rush does seem determined to resist giving us a name, but he’s not been hard to read.

The problem with this year is that there is only one conservative in the top tier and if we lose him, everything else is a loss for us. While Rush has said he does not like to hang everything on one candidate, one is all we’ve got. Therefore, I think holding back this time may exact a a high price.
