Don't forget that, in order to pound this square peg into the round hole (i.e., compare this situation to the one in Kelo), the government would have to be taking the land from these property-owners and handing it over to a private developer.

Obviously. I mentioned Kelo to contrast eminent domain takings for private uses versus for public uses which is what eminent domain is supposed to do, i.e. the Interstate highway system. I think the Kelo decision stank to high heaven and I was in favor of the movement to take Justice Souter's house in New Hampshire to build the "Lost Liberty Hotel".
