This isn’t directed at you, but I feel it necessary to suggest.... :
It ain’t workable because the Huck won’t do it. Period. Secondly, it goes too easy on illegals and their anchor babies. Thirdly, it is too easy on those who hire them and, forthly, it contains a guest worker program. The USA don’t need no stinkin’ guest worker program.
I partially agree with you. It will work if passed, but, with luck Huck won't get a chance to have any say in the situation.

This doesn't sound like that to me:

Thirdly, it is too easy on those who hire them and, forthly, it contains a guest worker program. The USA dont need no stinkin guest worker program. I don't think it is too easy -- it's a helluva lot better than we have now. And we do need a guest worker program for seasonal harvesting workers; which our own population cannot furnish alone.
Denying them services isn’t the same as jailing those who give it to them, which we also need. People need to be afraid even to give illegals the time of day.
Step 3 is fine. The constitution regarding anchor babies needs to be clarified.
And, personally, I don’t think we need a guest worker program, even for seasonal workers. What we need are far less government welfare programs and unemployment incentives, and a higher standard by which we consider the respectability of labor vs. not working. In short...reject liberalism at all levels. Get rid of the subsidies, the welfare, the incentives to remain unemployed and the millions of illegals in this country and you have all the seasonal workers you need...who are here legally.
