I thought that FL was NOT a winner take all state? I thought they were split up by congressional districts?

If the penalty is not applied, and all delegates are seated, FL is WTA per district. If the penalty is applied, the FL GOP chair and the Governor will choose delegates based on a statewide WTA basis. At least, that is the info I've been able to track down in news reports.

Alternative Soft Total Plan. This plan assumes the delegation is not sanctioned.

Tuesday 29 January 2008: All 114 of Florida's delegates to the Republican National Convention are allocated to presidential contenders in today's Florida Presidential Primary.

  • 75 district delegates are to be allocated to presidential contenders based on the primary results in each of the 8 congressional districts: each congressional district is assigned 3 National Convention delegates and the presidential contender receiving the greatest number of votes in that district will receive all of that district's National Convention delegates.
  • 36 at-large delegates (10 base at-large delegates plus 26 bonus delegates) are to be allocated to the presidential contender receiving the greatest number of votes in the primary statewide.
  • 3 party leaders, the National Committeeman, the National Committeewoman, and the chairman of the Florida's Republican Party, will attend the convention, by virtue of their position, bound to the presidential contender receiving the greatest number of votes in the primary statewide.

Soft/Hard Total Plan. This plan assumes the delegation is sanctioned.

Tuesday 29 January 2008: All 57 of Florida's delegates to the Republican National Convention are allocated to presidential contenders in today's Florida Presidential Primary.

  • All 57 delegates are to be allocated to the presidential contender receiving the greatest number of votes in the primary statewide.

Delegates at the Congressional District level will be chosen between 6 February 2008 and 30 April 2008 at the delegate selection caucuses. At-Large delegates will be chosen between 6 February 2008 and 31 May 2008 at an Republican Party of Florida Executive Board meeting.
