I’m inclined to agree with you Shrinker — you’d think the extra baggage would be a self-imposement. That said, the conservative way is to give the local board’s decision the benefit of the doubt (even in the absurdo ad reductum that is the DC public school system), even if it doesn’t appear, on the surface, to pass the scratch test.

This is not suitable for a local school board’s authority. She a member of a DC high school team, competing in a meet in Maryland, which is sanctioned by the National Federation of State High School Associations and thus subject to the rules of that organization. I have a feeling the NFSHSA will be weighing in on this and coming up with a different answer than the meet director did.
