That is winner take all - by district. There is a big difference.
MI has 15 CDs and each gets 1 delegate. If a candidate wins the popular vote in any CD, they get the 1 delegate for that CD, and so on until all 15 CD delegates are given out.
The other 15 are given out based on % of the popular vote statewide, with a 15% floor to begin picking up delegates (including bonuses for being in 1st place in statewide popular vote).
NY Times says that some delegates are awarded Winner-take-all by Cong. District, but other delegates are awarded proportionally based on the state vote: http://politics.nytimes.com/election-guide/2008/results/states/MI.html
Maybe the inconsistency is b/c the RNC is sanctioning MI for holding its primary too early and that has lead to uncertainty in the various sources.
