I certainly don't see it that way. He changed his mind on the wording of the law (the exception) after seeing doctors, Planned Parenthood, and others fully exploit the term "health of the mother." His opinion on abortion and his intent did not change.
My opinion is there is enough room in the Republican party for people to change on abortion. My spouse is an example....went from a pro-choice R to a pro-life R. No hypocrisy there.
That is definitely a good thing. But it doesn't change the fact that Reagan was never Pro-abortion or Pro-choice.
