They seem to indicate that states can use non-RFID transmission if they’ve passed laws banning the use of RFID in ID cards (a few states have already done that).

However, those non-RFID cards won’t function as passports.

Wait until they make it a matter for "Homeland Security" and a federal law. They'll threaten to withold federal security funds to states that don't go along with the plan. Imagine states like New York or New Jersey or California, or Governors like Ed "Spendell" foregoing federal money.
