I snorted when he boasted about not raising taxes, just fees.

Raising fees (to an extent) is good for the tax payers because otherwise, the taxpayer - through broadbased fees - is subsidizing low fees for service users.

Mitt raised fees on people taking the bar exam. They had not been raised in a long time and the fees no longer reflected the cost of administering the test. The deficit had been made up by tax payers.

Is it now clear why fee increases must be evaluated differently than involuntary tax increases?
