The taxpayer votes the government representative out of office, and let’s the new guy know his job is on the line too if things don’t change.
Ha ha. MIGHT be possible if voters = taxpayers, but that isn't true. Most voters pay negligable taxes. Look at the table of who pays what taxes Kongress has successfully shifted 85% of the tax burden to 25% of the taxpayers. This figure applies to income tax, but it is approximately proportional for other taxes as well (wealthier people have bigger houses and pay more real estate tax etc.)
