Due to no mention of the suspect even having a weapon, or threatening police with a weapon, my bet this was a bad shoot.
They would have come out guns blazing (no pun intended, okay, maybe a small one) with that had that been the case. And yet nothing. All you get is there is a cop on ‘administrative leave’.
As I noted, he shot and wounded one dog and shot and killed the other dog. The shooter was definitely a bad shot.
