You’d have to ask the Wyoming GOP. However, it was out of a limited number of people already chosen or elected to vote at meetings at the county level to decide who these delegates would be, so it’s a bit different than straight popular support for each candidate.
Ah, I see. A bit different from the Iowa and other caucuses then. The way WY runs their caucuses - with the pre-chosen electors - perhaps explains why Romney did so well. Depending on how long ago the electors were chosen, they may have been picked back when Romney appeared more “inevitable” and Fred appeared “dead”, hence the choice of more pro-Romney electors?
