Seems like the Congresscritters deliberately did this.. created a ban, but with a loophole. They can go home to their peons and say “we tried” while knowing all along that Bush would go ahead anyway.

It would be a good question to ask all the candidates in these next two debates. Both Pub and Dem. After all, with the fence now dead, why not put the onus of these people to say what they would do if elected?

Precisely. They passed a law that would not allow funding for additional programs. If teamsters feel threatened by the existing program let them do what they always do....strike! What's the problem? A nationwide truck strike would kill any border crossing deal.
