The reason it's down is the fact that the LK's and la Eme is targeting the black gangs. It's hard to commit crime when you're running for your life...bwahahahahahahahaha.
It's a regular Rwanda in certain sections of LA with the "ethnic" cleansing going on.
Of course that's just my opinion and I could be wrong.
