I just got off of the phone with Senator Hutchinson, and she explained that the fence is still required to be built, but that local officials will have the say as to WHERE it is to be built, rather than someone in Washington. She wanted to give more local input to protect landowners, etc.

The "local input" is just a sham to make sure that it can be tied up ion court forever and not be built at all. She's bought and paid for.

I’d like to hear just exactly how her amendment accomplishes that AND makes sure the fence gets funded and built.
