Those ports on the side at the top and bottom look like jacket ports, either for heating or cooling. My guess is cooling.
It looks like it has perhaps a dimple jacket around the side and it had insulation that has been removed. I don’t think it is a milk tank (or any kind of beverage tank) because it is not sanitary design.
