You've pinpointed the rationale for shutting down the entire UK highway system. And anyone found eating Jellied Eels should be jailed for "cultural offenses" as well :-).

Wait a minute--you just gave me a great idea for getting more revenue from the suckers--er citizens.
Randomly change the legal side of the road once a week. Don't tell anyone which day it is. Then start issuing tickets!
