You can get those if you have a green card. I have read that carrying your SS card with you is not generally recommended.

You don't have to be a citizen to get either. You have to be here legally to get a social security number though.

You can get a driver's license in Hawaii, Maine, Michigan, New Mexico, Oregon, Utah and Washington even if you are an illegal alien.
