Yes it is, the law basically says that if a child is "born alive" during a partial birth abortion (in other words, it is totally outside the womb and breathing on its own), that it should be allowed to live -- many in the culture of death preferred just to put the child in a bag and let it die. Obama voted AGAINST this law.
