I don't think you can really fix this photo. Well, you'd have to color in new shirts, and get rid of the dog. I like dogs myself, but I don't think Mrs. Huckabee choking out their dog looks good in the picture.
Looks like she just has her hand resting on the dogs neck, not like she is choking it. This picture was most likely taken in the early 80’s before he was governor. The clothing style is from that time. People should dig out a picture of themselves from that time and look at the silly looking clothes that were quite stylish for that era. Mrs. Huckabee was much younger there.
