Chavez (Citgo) sold off a couple of small asphalt refineries in NJ in the last couple of months. Valero bought both for a pretty good price, with a Citgo supply agreement. The supply is important because the refineries are configured to run only Venz crude.
Anyone believe Citgo will honor their deal ?

Even if they may want to honor the deal...can they ?
Their production is down and dropping due to limited spare parts and few knowledgeable oil workers.
