His McCain-Kennedy bill was all about legalizing millions of illegal aliens that committed (according to current US Federal Law) a misdemeanor crossing the border illegally and a felony when they got their false ID, a felony every time they used that false ID to gain employment, and a felony every time they used that false ID to get medical assistance.
Last time I checked, you cannot, under any circumstances, have a felony dismissed by a fine.

McCain supported the Kennedy bill; in other words he supported amnesty and a “path to citizenship” for those who broke the law and entered the US illegally. That is amnesty.
