"I cant use a working mercury free lightbulb by law?" Sure you can. Use halogen blubs. I started replacing all my incandescent blubs with halogen a long timne ago because they give off a cleaner/whiter light with less wattage than incandescent blubs.

I may buy a truckload. Gonna be another wonderful blackmarket opportunity, like the one from Canada with the good flushing toilets instead of the “low flow” crappers....

Well--some enterprising person should corner the market on the light bulbs now, and warehouse them until the time comes.
Of course, if I did that, by the time they were outlawed, some new politicians would rescind the law, and I'd be stuck with them--LOL!
