However, I do know that "The Therapeutic Abortion Act" appears in the CA statute books exactly as Governor Reagan signed it in 1967.
I also know that people can, and do change positions, as Reagan did.

Yes, Mr. Reagan did change on the issue of abortion.
He was originally a moderate pro-lifer, signing into law a bill that permitted abortions in the cases of rape, incest, and the life or grave health of the mother, performed in a hospital, after a board of doctors at the hospital certified that one of the exception circumstances existed to permit the abortion, or, in the case of rape, after the district attorney had confirmed the charge.
He was bitterly disheartened when the "health exception" became a loophole to allow a very liberal abortion license.
He eventually became what most folks might call an “extremist” pro-lifer, believing that no abortions at all should be permitted under law.
This is in contrast to Mr. Romney, who claims to have gone from being in favor of pretty much abortion on demand, to believing that abortion should be permitted in cases or rape, incest, or life of the mother.
Even if Mr. Romney isn’t a lying fraud about the issue (and I think he is a lying fraud), even if he now TRULY BELIEVES that abortions should be illegal except in cases of rape, incest, and the life of the mother, where he is NOW is where Mr. Reagan STARTED.
If Mr. Reagan was EVER “adamantly pro-choice,” then Mr. Romney is STILL adamantly pro-choice.
But I don’t think that most of us would call someone “pro-choice” who believes that abortion should generally be illegal, but permitted in cases of rape, incest, and life of the mother.
